Guidelines for TDs for managing slow play
Aims
#. To maintain and manage a pace of play that allows for completion of all boards to be played at a comfortable rate and within acceptable time limits and promotes a relaxed and enjoyable session of bridge for all involved.
#. To be consistent in the application of the guidelines below and always be fair, respectful, and unbiased when decision making.
Guidelines
1. Allow approximately 7 minutes per board in play +1 min for changeover after each round. EBU guidelines are 15 minutes for 2 boards at duplicated bridge.
2. Remind all tables if necessary when they should be ready to play the last board.
3. a)If all tables but one* have finished playing their last board within the allowed time then the offending table (who have not started bidding) should be instructed to play their outstanding board but ask them politely to speed up play and finish it as quickly as possible.
b) If in the TDs opinion it would cause an unacceptable delay to play the board then they could give the table the option of playing the board at the end of the session or accepting an average score.
4. If a TD is aware of a particular pair* (as detailed in point 3 above) that holds up play on other tables then they should approach their table and speak to the offending pair* and politely make them aware of their slow pace of play and ask them to play more quickly and make them aware that sanctions may have to be applied if it happens again that session score unless there are unavoidable and extenuating circumstances.
5. In the event that the same pair* does not improve their speed of play then the TD should approach them at the table and politely explain that an adjusted score to their last board at that table will be applied due to repeatedly exceeding the time guidelines.
6. Award a 40/60 adjustment against the offending pair* if all the above steps and interventions have been exhausted. TD could award a 50/50 adjustment if there are mitigating circumstances.
*The guidelines above would also apply if more than one pair was causing slow play at the same time.
